Appeals in a federal appeals court are decided by a panel of three judges. This is because the decision of a single judge may not always represent a fair and unbiased decision, and having a larger panel can help to avoid biases. A jury is not involved in the decision making process of an appeal in a federal appeals court. The Supreme Court is the highest court in the United States and is reserved for cases that have been appealed from lower federal or state courts, so they do not make decisions on appeals in federal appeals courts.
